PURPOSE: The Texas Precancel Club Award of Excellence recognizes dissemination of content that is viewable with a high degree of browser compatibility on minimal computer systems. 20% of users have some sort of disability, and need text equivalent links. Does the site do what it is supposed to do, and bring something to the widest possible audience easily? Gee-Whiz technology doesn't help much if 90% of the world can't use it or doesn't want to wait.

CRITERIA: I am looking for something of at least the 70th percentile (sites with heart) and am awarding general excellence. I am judging to a standard of the top 30% of all sites, not the top 30% of the sites submitted.

SCORING:
Navigation: Are menus easily accessible? Can I do something on your pages without having to use the back key? Can you follow a path through the site without getting stuck? I should not have to hack your site by entering pieces/parts of your URL to view other pages. There should be more than a few pages, to make the navigation interesting.

Design: Most Standard designs are acceptable, but I would like to see some thought put into it. Custom graphics is not required, but would give your site uniqueness and will be reflected in the scoring. Everything Centered text is tough to read unless you are submitting poetry or a formal menu.

Content: The whole point of a website is to say something. Have you shown some knowledge about your subject and added something useful to the Web? Have you accomplished the site's objective? Is the site interesting and worth coming back to? Portal sites with minimal or no content and only links to, or banners from other sites will not score enough points to win an award.

Awarded Level:
Gold = 96-100 points (5 point range): AS Halls: 1.0 point at 3.5 rating level
Webs Awards Approved Site: (10 rating / 4 award levels) x 4 = 10 (+ 1 for Duke) = 11 points

Silver=90-95 points (6 point range): AS Halls: 0.5 point at 3.5 rating level
Webs Awards Approved Site: (10 rating / 4 award levels) x 3 = 7.5 (+ 1 for Duke) = 8.5 points

Bronze=82-89 points (8 point range): AS Halls: 0.33 point at 3.5 rating level
Webs Awards Approved Site: (10 rating / 4 award levels) x 2 = 5 (+ 1 for Duke) = 6 points

Merit=70-81 points (12 point range): AS Halls: = 0.25 point at 3.5 rating level
Webs Awards Approved Site: (10 rating / 4 award levels) x 1 = 2.5 (+ 1 for Duke) = 3.5 points
There must not be any hateful, pornographic or X-rated content since this site is g-rated, and we do not want to link there ourselves. I will award foreign sites in Roman letter languages. I'm seeking presentation to an audience, which doesn't have to be in English.

You must be over 13 years of age to apply for this award, because of FTC C.O.P.P.A. regulations.
SPECIAL REQUIREMENT: Your website HAS TO RUN ON A 486 / DOS / WIN3.11 / Netscape 4.02 computer. This machine IS Java and Flash enabled, but large amounts of it can present problems. Excessive animation will keep pages from loading. Long pages that go on and on and on and on will also tend to get excluded. This will encourage the development of websites with managable page sizes. Cursor changes and mouse trails can keep me from clicking on your buttons. I do not object to these things personally, but if they cause problems, or there are too many annoying factors, I can't review your site. I am not reviewing music content, since the award computer does not have a sound card. My other computers have volume controls. I will first check the site for load time on the aforementioned computer. Flash introductions will not be skipped. I will give any page (not just a splash page) 5 minutes to load. NOTE: FLASH PAGES LARGER THAN ABOUT 50K WILL PROBABLY BE DISQUALIFIED FOR RUNNING LONGER THAN THIS TIME. Limited page navigation with only a back or home means that one has to wait for the previous page to load again before going elsewhere. In these cases, I will use '5 minutes' as a sum of the two pages. If your site does not pass this test, then I need go no further.
A site that passes the preliminary qualification will also be checked on one of several faster machines with Internet Explorer 6.0 SP1 for the general design/navigation/content appearance and browser compatability.

The award is 12k optimized, is 150x150 and will be inscribed with Award Sites rating, serial number and date. This award is currently rated 3.5 by Award Sites, 10*Supreme Duke by WebsAwards, 5.0 by Olymp Award Index and 3 Diamonds by Euro Award Index.
